Delhi finally gets new mayor as Aam Aadmi Party's Shelly Oberoi wins elections
After three Delhi civic House meetings and AAP-BJP tussle, the national capital finally has a new mayor. Aam Aadmi Party's (AAP) Shelly Oberoi was elected as the new Delhi mayor on Wednesday after over two hours of voting for Delhi's mayoral election. A total of 10 nominated MPs, 14 nominated MLAs and 241 elected Councilors out of 250 voted.
Oberoi bagged 150 votes, winning the mayoral polls. defeated BJP's Rekha Gupta by a margin of 34 votes and became the first single mayor in 10 years after the delimitation of the Municipal Corporation of Delhi (MCD).
Shelly Oberoi, 39, is a former Delhi University professor. She won the MCD seat from former Delhi BJP chief Adesh Gupta’s home turf. Oberoi is a lifetime member of the Indian Commerce Association (ICA) and also the member of Institutional Innovative Council (IIC), IGNOU. "The goons lost, the public won," he said in a tweet.Delhi got the mayor in the fourth attempt since the earlier elections were stalled amid the tussle between the BJP and the AAP councilors over voting rights being given to nominated members.
BJP MPs Meenakashi Lekhi and Hans Raj Hans were among the firsts to cast their votes. Other BJP MPs -- Parvesh Sahib Singh Verma, Harsh Vardhan, Gautam Gambhir, Ramesh Bidhuri and Manoj Tiwari -- and AAP MPs Sanjay Singh, N D Gupta and Sushil Kumar Gupta have also exercised their franchise. AAP MLAs Durgesh Pathak and Atishi also caste their votes.
The AAP had scored landslide victory in the December 4 MCD polls, bagging 134 wards and ending the BJP's 15-year rule in the civic body. The BJP won 104 wards to finish second, while the Congress won nine seats in the 250-member municipal House.Fourth time is a charm?
According to the Delhi Municipal Corporation (DMC) Act, 1957, the mayor and the deputy mayor are to be elected in the very first session of the House after the civic polls. However, on January 6, when the House had convened for the first time, a ruckus between AAP and BJP led to the adjournment of the House.The crisis also impacted the annual budget proceedings and the schedule of taxes for 2023-24 was passed by the Special Officer of the MCD on February 15, since the deliberative wing has not come into place.
Both the BJP and AAP members held each other responsible for the derailment of the proceedings.
Aam Aadmi Party's Shelly Oberoi elected as the new mayor of Delhi
AAP's Shelly Oberoi was elected the new Delhi mayor on Wednesday. Of the total 266 total votes cast for the mayoral elections, the AAP candidate bagged 150 votes while the BJP nominee, Rekha Gupta, trailed at 116 votes. The AAP thanked the Delhi voters for yet again reposing their trust in the party. The voting was held at the Civic Centre. "The goons lost, the public won. Many congratulations to all the workers as AAP candidate has become the mayor in Municipal Corporation of Delhi. Once again whole hearted gratitude to the people of Delhi. Many many congratulations to the first Mayor @OberoiShelly of AAP," Sisodia said in a tweet in Hindi.

The maiden meeting of the newly elected 250-member MCD House on January 6 was adjourned following ruckus between the AAP and BJP members, and two successive meetings on January 24 and February 6 were also adjourned without electing the mayor and the deputy mayor amid loud protests by AAP councillors over the presiding officer's decision to administer oath to the 10 aldermen first.

Delhi Mayor News: AAP-BJP war of words continuesAfter the adjournment of the MCD House for a third time on February 6, AAP’s mayoral candidate, Shelly Oberoi, had approached the apex court on the matter.
While presiding officer Satya Sharma said the Supreme Court’s direction would be heeded and the election process would be held as per the Delhi Municipal Corporation Act, BJP, which is numerically disadvantaged against AAP, expressed concern about the completion of the election of the Standing Committee members.
The powerful Standing Committee has 18 members, six of them elected by the House. The remaining 12 are elected by the 12 zonal committees. While the numbers are stacked against it in the mayoral poll, BJP hopes to win most of the Standing Committee posts.
Delhi BJP spokesperson Praveen Shankar Kapoor said, “We strongly apprehend AAP disrupting the House proceedings once the mayor’s election is completed.”
Delhi Mayor News: Polls to be held after 3 failed attempts
After three failed attempts by the municipal body to hold the election to the top post, Delhi Mayoral elections will be held on Wednesday in which the city is expected to get its new Mayor following the Supreme Court's ruling on the matter.The polling will take place at 11 am after the Supreme Court stepped in and ruled that the election to the Mayor of the Municipal Corporation of Delhi shall be conducted first. The court also said that the aldermen (nominated persons) would have no right to vote.The last three attempts to elect the Mayor failed due to the political bickering between the Aam Aadmi Party and Bharatiya Janata Party. The civic centre met for the first time on January 6, second on January 24 and last on February 6.
Delhi Mayor News: MCD to make 4th attempt to pick mayor today
A fourth attempt will be made on Wednesday to have the mayor of the Municipal Corporation of Delhi elected.On February 17, the Supreme Court gave the civic body 24 hours to issue notification for the mayoral election and directed the pro tem presiding officer to oversee only the mayor election, not those of the deputy mayor or the Standing Committee members.
Centre warns Punjab of cuts to health funding over rebranding health centres as Aam Aadmi Clinics
In a strongly worded warning, the Ministry of Health and Family Welfare (MoHFW) has threatened Punjab that it will cut off funding of nearly ₹676.11 crore for augmenting health infrastructure if the State continued to rebrand centrally funded Ayushman Bharat Health and Wellness Centres (AB-HWCs) as ‘Aam Aadmi Clinics’.
The Aam Aadmi Party is at the helm in the State.
Official sources in MoHFW said that they conducted regular surveillance by checking geo-tagged pictures of AB-HWCs to make sure that the facades of the buildings, for which the central government provides 60% funding, are more or less standardised across States.
“It was observed that the facades of AB-HWCs had been turned on their head, and were rebranded as Aam Aadmi Clinics with prominent pictures of Punjab CM Bhagwant Mann plastered all over the clinics,” a senior official from MoHFW said.
The Ministry has observed that Punjab deviating from the standard design of AB-HWCs was in violation of the National Health Mission’s Memorandum of Understanding signed between the Centre and States from April 2021 to March 2026. An AB-HWCs building has to be painted yellow and brown with a red NHM logo in front, officials said.
The MoHFW in its reference manual for designing AB-HWCs states that the State can have pictures, painted following the local art forms, on the facade of the building. “None of that has been done in Punjab’s case. While Tamil Nadu, West Bengal and Kerala are also not compliant with facade designs, they have not politicised the design,” the official added.
In FY 2022-23, Punjab had been given an approval of ₹1,114.57 crore under the National Health Mission in the ratio of 60:40, 60% being the Centre’s share and 40% being the share of the State. An amount of ₹438.46 crore had already been released so far as the Centre’s share, said Roli Singh, Additional Secretary (NHM), MoHFW, in the letter to the Punjab government. Up to ₹676.11 crore has not been released yet.
“Further, the State has been provided with an approval of ₹401.12 crore under 15th Finance Commission and ₹145.62 crore under PM-ABHIM [PM-Ayushman Bharat Health Infrastructure Mission] for FY2022-23. By not adhering to the provisions of the MoU and not following the guidelines issued for AB-HWCs and developing the branding of these facilities as Aam Aadmi Clinics, the State has vitiated the spirit of the scheme and defaulted on its commitment,” the letter stated.
The MoHFW has asked the Punjab government to restore the facade branding of all AB-HWCs in rural and urban areas, where healthcare services are being provided with the support of the NHM by February 28. It said it would stop health funding under NHM if the agreement was not adhered to. “It seems the State has violated the provisions of clause 10.3 and 10.10 of the MoU and have stopped implementing the AB-HWC component of the NHM; therefore releases to the State under NHM do not appear feasible as per provisions of clause 13 of the MOU,” Ms. Singh said.
The MoHFW allocates an annual fund of ₹5.6 lakh for infrastructural upkeep of one PHC-HWC and an additional ₹4 lakh towards staff salaries. Similarly, it allocates ₹9.75 lakhs towards upgradation and upkeep of each SHC-HWC and additional ₹7.3 lakh towards staff salaries.
There are 2,488 sub health centres (SHC) and 379 primary health centres in Punjab. In addition there are 162 urban primary health centres (PHC) in the State that are eligible for upgradation and regular funding under the NHM’s AB-HWC programme, MoHFW officials said.
